The Civil-Military Innovation Institute, Inc. (CMI2) is seeking a Test and Experimentation Manager to support the transition of prototypes or products for the Army Research Lab’s Accelerating Future Operational Requirements, Capabilities, and Experimentation (FORCE) program. This position will report directly to CMI2’s FORCE program manager.
CMI2 is a 501(c)(3) non-profit entity that supports the US Department of War (DOW) activities to build a civil-military innovation workforce optimized to advance national security technologies, as well as align the work of innovators from universities and non-traditional technology companies with the activities of the DOW and public safety communities.
The Accelerating FORCE Program engages with strategic decision-makers within the U.S. Army modernization enterprise to determine future requirements for technology. These requirements are established through the discovery of promising, early-stage commercial technology. The program accelerates solutions to the Army total force by applying resources to create fit-for-purpose solutions to meet both funded and unfunded Army Future Force Modernization Enterprise (FFME) requirements, thereby transitioning the technology into a permanent Army program.
Essential Position Functions
The CMI2 Test and Experimentation Manager is responsible for planning and executing testing and experimentation activities that assess the performance, effectiveness, and operational impact of emerging technologies, systems, and concepts for government and defense stakeholders. This position involves developing test strategies, evaluation frameworks, and performance metrics that align with customer objectives, mission requirements, and organizational priorities.
The Test and Experimentation Manager oversees the full lifecycle of test events, including planning, execution, data analysis, and reporting, working closely with program leads to integrate testing and experimentation activities across geographically dispersed, cross-functional teams. Success in this position requires strong leadership, analytical, and organizational skills, sound judgment, and the ability to thrive in fast-paced, mission-driven environments.
Other essential roles, duties, and responsibilities include:
- Develop and implement comprehensive test and experimentation strategies aligned with organizational goals and mission requirements
- Design detailed test and experimentation plans, scenarios, and evaluation frameworks to assess system performance, effectiveness, and operational suitability
- Lead and coordinate end-to-end test events, including planning, execution, data collection, analysis, and after-action reporting.
- Establish and track key performance metrics and success criteria for experiments and evaluations
- Collaborate with multidisciplinary teams within CMI2, including engineers, operators, warfighters, government stakeholders and strategic leaders to ensure successful execution of experimentation activities
- Analyze quantitative and qualitative data to identify trends, generate actionable insights and recommendations for capability improvement
- Manage test schedules, resources, and risk mitigation strategies to ensure successful research outcomes
- Produce clear, concise reports and briefings to communicate findings, lessons learned, and recommendations to decision-makers
Minimum Qualifications
- Bachelor of Science degree in engineering or a technical discipline, preferred.
- Minimum of five (5) years of experience supporting DOW test and experimentation programs.
- Minimum of five (5) years of engineering, scientific, or technical project management experience.
- Demonstrated project management experience with the ability to lead complex technical initiatives from planning through execution.
- Strong problem-solving skills with the ability to collaborate effectively with government stakeholders on complex technical and operational challenges.
- Working knowledge of DOW, government, academic, or military research and development environments.
- Proven ability to thrive in a fast-paced, dynamic, and mission-focused environment.
- Comfortable taking initiative and seeking out responsibility.
- Top Secret Clearance (eligible).
U.S. Citizenship Required.
Travel Requirement: 25% (estimated)
